Terms of Service, Privacy Policy & Acceptable Use
Effective date: 30 October 2026 · Version 2026-10-30. These terms apply every time you create an account or use Local Bills. Creating an account is an agreement to them.
1. Terms of Service
1.1 Who may use the service
You must be at least 13 years old (or the minimum age of digital consent where you live, if that is higher) to create an account. If you create an account for an organisation, you confirm you are authorised to accept these terms on its behalf.
1.2 Your account
You are responsible for the accuracy of the email address you register and for keeping your password confidential. You are responsible for activity that happens through your account. Tell us promptly if you believe your account has been accessed without your permission.
We store your password only as a salted PBKDF2 hash. We cannot read it, and nobody here will ever ask you for it.
1.3 The service
Local Bills is provided free of charge, as-is, and may change or be withdrawn at any time. We may suspend or close an account that breaches these terms or that puts the service or other users at risk.
1.4 Legislation data and accuracy
Bill text, sponsors, roll-call votes and summaries come from third-party sources — principally LegiScan (licensed CC BY 4.0) — and from state legislature websites. Plain-language paraphrases may be machine-generated and can be incomplete or wrong.
Every bill links to the official state record. Where this site and the state disagree, the state is right. Nothing on this site is legal advice, and nothing on it should be relied on for a legal, financial, or compliance decision. Consult a qualified professional and the official record.
1.5 No affiliation
Local Bills is not affiliated with, endorsed by, or operated by any government body, legislature, agency, or by LegiScan.
1.6 Intellectual property
The design, code and original text of this site belong to the operator. The underlying legislative data belongs to its sources and remains subject to their licences. You may use what you read here for your own personal, non-commercial purposes, including sharing links.
1.7 Disclaimer of warranties
The service is provided "as is" and "as available", without warranties of any kind, express or implied, including as to accuracy, completeness, availability, or fitness for a particular purpose. Data is ingested on a rolling basis and coverage is incomplete: some states, sessions and roll calls have not been loaded yet.
1.8 Limitation of liability
To the fullest extent permitted by law, the operator is not liable for indirect, incidental, special, consequential or punitive damages, or for lost profits or lost data, arising out of your use of the service. Where liability cannot be excluded, it is limited to the greater of the amount you paid for the service (which is nothing) or USD 50.
1.9 Changes to these terms
We may update these terms. Material changes will be reflected in a new version number and effective date at the top of this page. Continuing to use the service after a change means you accept the updated terms; if you do not accept them, stop using the service and close your account.
1.10 Governing law
These terms are governed by the laws of the State of Georgia, United States, without regard to its conflict-of-law rules. Nothing in this section removes a consumer protection right you have where you live that cannot be waived.
2. Privacy Policy
2.1 What we collect
- Account data: your email address, a salted PBKDF2 hash of your password, and the dates your account was created and last signed in.
- Your state: the state you select, stored against your account so your feed shows the right legislation.
- Your saved bills: the bills you mark with ☆, so they appear on your Saved page.
- Session data: a random session token (stored in an HttpOnly cookie, and only as a hash in the database), the expiry time, and a truncated browser User-Agent string.
- Terms acceptance: the version of these terms you accepted and when you accepted it. We record this so acceptance can be demonstrated.
2.2 What we do not collect
We do not run advertising or third-party analytics, we do not set marketing or tracking cookies, we do not build behavioural profiles, and we do not sell or rent personal data to anyone. Geography is taken from the state you pick — the site does not request your device's location.
2.3 Cookies
The site sets exactly one cookie: sw_session, which keeps you signed in. It is HttpOnly, SameSite=Lax, and marked Secure over HTTPS. It contains a random token, not your email or password. Signing out revokes it.
2.4 How your data is used
Only to operate the service: to sign you in, to show the legislation for your state, to keep your saved bills, to keep abuse out, and to prove you accepted these terms. We do not use your data for advertising or sell it.
2.5 Who can see it
Your account data is scoped to you on the server: every request is filtered to your own account, so no other user can read or write your rows. Infrastructure providers (Cloudflare, for hosting, and Prisma Postgres, for the database) process the data on the operator's behalf. We disclose personal data otherwise only where the law requires it.
2.6 Retention and deletion
Account data is kept while your account exists and is deleted or anonymised after it is closed. Security and ingestion logs are kept for a limited period. To close your account and have your data deleted, contact us at the address in section 4.
2.7 Security
Passwords are hashed with PBKDF2 (100,000 iterations, SHA-256, per-user salt). Sessions use random 256-bit tokens stored as hashes. Traffic is served over HTTPS with HSTS. The browser never receives a database credential: all data access goes through the site's own server-side API, which enforces ownership on the server. Database queries are parameterised and table and column names are validated. No system is perfectly secure, so keep your password unique.
2.8 Children
The service is not directed to children under 13 and we do not knowingly hold their personal data.
2.9 Your rights
Depending on where you live you may have rights to access, correct, export, or delete your personal data, and to object to certain processing. Contact us at the address in section 4 and we will act on a verifiable request.
3. Acceptable Use
You agree not to:
- use the service for anything unlawful, or to break any law in your jurisdiction;
- attempt to gain unauthorised access to any account, server, database or network, or probe, scan or test the service's security without written permission;
- scrape, crawl, mirror, or bulk-download the service, or issue automated queries that place a load on it beyond ordinary personal browsing;
- reproduce the service or its data as a competing product, or resell access to it;
- upload or submit malware, or anything designed to disrupt the service;
- create accounts by automated means, or impersonate another person or body;
- present the site's content as an official government record, or as legal advice.
Accounts and requests that breach this section may be blocked, rate-limited or closed.
